The Village of Evendale
Special Council Meeting
August 23, 2005
The Village of Evendale held a Special Council Meeting at 7:00 on August 23, 2005. The meeting was called to order by Mayor Don Apking. Upon roll call, the following members were present: Mr. Chris Schaefer, Mrs. Carolyn Smiley-Robertson, Mr. Jeff Albrinck, Mrs. Catherine Hartman, and Mr. Bill Puthoff, Jr. Mr. Stiney Vonderhaar was absent and excused. Also present were: Village Engineer, James Jeffers; Assistant to the Mayor, Jack Cameron; Economic Director, Linda Fitzgerald, and Village Clerk, Michelle Ficke.
Mayor Apking presented Ordinance #05-37, ORDINANCE APPROVING WATER MANAGEMENT AND SEDIMENTATION CONTROL PLANS FOR EVENDALE COMMONS BUSINESS PARK AND AUTHORIZING BUILDING COMMISSIONER TO ISSUE PERMIT AND DECLARING AN EMERGENCY. Mr. Puthoff made a motion to amend Ordinance #05-37 to add a second sentence to Section 2 which reads, “The remainder of the thirty day waiting period provided in Section 1466.04 is hereby waived.” The motion was seconded by Mrs. Hartman and unanimously approved. A motion on the emergency clause was made by Mrs. Hartman, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. The emergency clause passed. A motion to adopt Ordinance #05-37 as amended was made by Mr. Puthoff, seconded by Mr. Albrinck and unanimously approved on roll call. Mayor Apking declared Ordinance #05-37 adopted as an
emergency measure.
James Jeffers stated that there will be meetings in the field with Anchor, the landscape architect and himself to identify areas in the field in regards to good forestry practices.
Mrs. Smiley-Robertson wanted it made clear to Planning Commission the concerns stated in Mrs. Hartman’s email versus the paragraph that was agreed to in the original documentation.
Other Items:
Mr. Schaefer said that Anchor has volunteered money to solve various problems and that Wal-Mart’s store policy is to donate money from the store to the communities that the stores are in. He was concerned about Evendale taking money from Wal-Mart and did not want it to appear that the Village would treat Wal-Mart differently because of the money they would donate. From an administrative standpoint, any money donated to Evendale should go to the Chamber of Commerce. He mentioned that Reading has the Valley Youth Organization (VYO) which is a separate entity from the City of Reading and that they can accept donations. However, our sports programs are through our recreation department. Mayor Apking agreed that money from Wal-Mart should not come directly to the Village of Evendale. Mr. Albrinck said that there are grants available for
walking paths that the Recreation Commission has been discussing. However, he was concerned about how to transfer funds. It was suggested that monies donated from Wal-Mart or other businesses be donated to Gorman Heritage Farm, The Evendale Chamber of Commerce or Phi Lambda Pi, or one of the non-profit organizations.
Mr. Schaefer asked if the McSwain businesses that will be displaced when the Anchor development is completed have been offered to fill other vacancies within the Village. Linda Fitzgerald said that this has already been addressed.
Mrs. Smiley-Robertson was concerned with traffic issues and wanted this looked into immediately, especially access issues with Burger King and Jewish Hospital and those other business on that corner that will be affected once the development is up and going.
The Mayor said we are in the process of hiring a company to do a study on traffic now as well as a company to develop branding for the Village. Linda Fitzgerald said that the RFQ (Request for Qualifications) for Branding is complete and need to be sent out tomorrow. It will take two to three weeks to return and then they can interview companies and make a selection. Mayor Apking said we can hold a special council meeting in September to address this issue. Council will discuss it further at the September 8th Council Meeting.
Mr. Smiley-Robertson asked that they look at existing parcels and determine adequate ways to get in and out of the properties. We have a grant for the Glendale-Milford Road and Reading Road intersection, but she wanted traffic studies done all the way down Reading Road to Cooper Road.
James Jeffers stated that the studies get diffused if you go beyond certain limits. Jack Cameron said that the RFQ asks for qualifications of general parameters. Mrs. Smiley-Robertson wanted to assure Cooper Road residents that studies will be done on traffic.
Mayor Apking was concerned that they could not determine how many cars will come down Cooper Road once the development was complete and that they would just be guessing. Mr. Schaefer said we can discuss these issues during the interviews and ask if there is any benefit to determine increased traffic.
Mayor Apking said that until we look at Reading Road and Glendale-Milford Road and get a Branding and Marketing study for the Village it would be hard to determine increased traffic.
Mrs. Hartman said we need to say we addressed the traffic on Cooper even if it is not as accurate and suggested we look at all three areas; Reading Road, Cooper and Glendale-Milford, the three main roads in the Village.
A motion to adjourn was made by Mr. Schaefer, seconded by Mrs. Smiley-Robertson and unanimously approved. Council adjourned at 7:30 pm.
